DUTIES AND RESULT AREAS
Climate is a priority theme within the Netherlands Policy for Foreign Trade and
Development Cooperation (BHOS). The Climate officer in the Embassy of the Kingdom of
the Netherlands to Egypt in Cairo will work within the Economic cluster, which consists of
staff fom the economic affairs, development cooperation and agricultural teams. This
position falls under development cooperation. However, since climate is a theme that
should be mainstreamed the officer will have contacts will all segments of the Embassy,
including political affairs, human rights, migration, gender and culture.
DESCRIPTION OF DUTIES
Follows, analyses and reports on developments in the climate field in Egypt, in the
areas connected to our Multi-annual country strategy, such as water, renewable
energy and agri/food as well as on aspects of migration, gender and culture.
Follows and advises on opportunities for diplomatic involvement as regards the
obligations of Egypt in climate related fields.
The officer provides advice on climate related aspects to all activities in the field of the
embassy and primarily water, energy, agri/food, migration and gender; in other words,
he/she ensures that climate is mainstreamed in the activities portfolio of the Embassy.
Assists the senior water and climate adviser in the project portfolio on water.
In general these tasks will include:
Representing the Embassy in relevant climate related meetings and events.
Assisting in the organisation of visits from Ministers and missions from the Netherlands
Ministry of Foreign Affairs.
Networking with Ministries, IFIs and donor organisations.
Any other responsibilities/tasks given by the line-manager or Ambassador.
DESCRIPTION OF RESULT AREAS
Climate relevant and related societal developments in Egypt are provided to relevant
NL authorities such as Ministries of Foreign Affairs, Economic Affairs, Infrastructure &
Water and Agriculture and the Netherlands Enterprise Agency.
An effective network for climate diplomacy is developed for the Embassy.
A climate relevant project/activity portfolio is developed in the Embassy.
Together with the senior water expert: the water portfolio is well-managed.
WORKING ENVIRONMENT
The Embassy of the Kingdom of the Netherlands in Cairo is the largest embassy of the
Netherlands in the Middle-East. There are 38 staff members, 11 of which are deployed
from the Netherlands. Under the overall heading of the Ambassador, the Embassy is active
in the fields of politics, economy, agriculture, water, energy, climate, migration, human
rights, culture, gender, defense and consular. All are supported by a secretariat (Admin)
and household team, the so-called NESCAFE cluster.
The policy officer will be supervised by the Head of Economic Affairs and Development
Cooperation and will work in close cooperation with the senior policy adviser on water and
climate and other colleagues working on trade including renewable energy, agriculture,
private sector development, the combination of trade and development and gender,
combined in the so-called Combi (of trade and development) cluster. A first combi-track is
on climate and water smart agriculture.
The Embassy is part of a large network of embassies that fall under the Ministry of Foreign
Affairs in The Netherlands. Currently, the expat staff come from several Ministries in the
Netherlands, including Foreign Affairs, Agriculture, Defense and Justice and Security. The
language used in the Embassy is Dutch and English. The Ministry emphasizes the
importance of an inclusive and safe working environment for all.
JOB REQUIREMENTS
Knowledge, areas of experience and skills:
Level of education: Masters degree, preferably in the area of climate or development
studies.
Level of experience: At least 5 years of relevant work experience post Masters,
preferably (partly) in Egypt, with donor countries, NGOs, academia, think tanks and/or
international organizations;
Having knowledge of Egyptian (and preferably Dutch) climate policies and relevant
networks; Understanding of relevant ministerial frameworks and legislation in climate,
water and/or related areas;
Strong analytical skills: skills in translating insights and information into advice, plans
and reports, and in assessing their policy and financial implications.
Knowledge of project management, methods and techniques for drawing up project
plans and performing evaluations and skills in using them;
Financial literacy: ability to relate budgets to programmatic results.
Excellent knowledge of Arabic and English;
Appropriate level of ICT literacy, such as ability to work in outlook, word and excel;
Ability to quickly adapt to new information management applications;
Description of the Policy officer:

making connections and sharing insights from his/her field or in general.

He/she understands the importance of financial and operational procedures for a
correct management of our budgetary funds.
Is flexible whilst performing his/her duties: the officer should be prepared to support
all other activities of the economic cluster and also support the activities of the other
departments in the embassy, if deemed necessary by the Head of Mission.
OTHER REMARKS
Policy officers at the Netherlands Embassy have the possibility of flexible working hours in
and out of the office. An assessment can be part of the application procedure.
